Steps to reproduce the bug: Create 2 prims, link them, put an llTargetOmega rotation on the linked object, and select the child prim.

Observed results: The object's complete rotation slows to, perhaps, half the speed it should be at.

Expected results: No rotation slowing when linked child prim is selected.
