Sometime in 1.9xx time the way textures are handled changed. It used to be that resizing a prim stretched the texture, now it repeats it.
I realize that's what happens in planar mode, but this is in default mode. It appears that it is using the repeats per meter, not the repeats per face.
It's really messed up my picture frames!!

I had this problem when I first came to SL because the "stretch texture" option isn't documented (at least a tooltip would be nice). People came up with scripts to do it. heh
