LOTS of people complained about this, but in typical LL fashion, they kept going blindly ahead. On_Rez did it first, with their "Consumers over content creators" focused browser for CSI-Miami, and someone at LL thought it was a great idea, no matter how much the content creators screamed.
Click the Edit button, and the Tools menu will be visible while the editing palette is open. It will vanish again when you close edit mode.
Could it really have been that hard to add a checkbox in preferences to disable or allow auto-hide for the Tools menu? Apparently LL couldn't be bothered to do that. There's at least one JIRA request in to make it optional to auto-hide the Tools menu.

Well the jira entry to revert this change had 104 votes before the RC became released. http://jira.secondlife.com/browse/VWR-6328No one asked for this change - the fact that no-one using the CSI:NY viewer liked this feature enough to create a jira request to put it into the LL viewer should have given a hint that it wasn't a particularly good change. No-one to date has actually spoken in favour of this change - no justification has ever been given by LL themselves. There are those who don't particularly care either way - but no one to date has said they'd be upset if it reverted to the old behaviour. Apart from making things more complicated for builders, the Tools menu itself now doesn't make sense. Why have a sub menu for opening the Build dialog, if you can't actually get to that menu unless the Build dialog is already open. A work around (in the cases where the Build button is disabled, but you want access to something on the Tools menu) is to press CTRL-3. The fact you immediately need a workaround (and presumedly a knowledge base article given how many people keep asking how to get the Tools menu) illustrates that this is a bad change. Matthew

That JIRA entry FINALLY got a response from a Linden! They said that they are considering now what to do in the 1.21 version of the client. Quoting here: ============================ Periapse Linden - 25/Jul/08 08:48 AM I just want to update people watching this JIRA that this issue is under discussion around the Lab, and Lindens from Resident Experience to Viewer to busybodies (like me) are involved. We are taking into account both the comments on this JIRA and the shear number of votes it has received. Naturally, we will try to balance the need to simplify the new resident experience with the desires of veteran SLers.
The decision will be about what we do for the 1.21 viewer: * Keep the Tools menu hidden when not building as in 1.20. * Make the Tools menu work like Advanced (i.e. there is an option to keep it always up) * Revert the change and return the Tools menu to be always shown.
I expect we'll have a plan in a day or two, and I'll make sure it is communicated here. ============================ End quote
So, go to that JIRA and let them know your preference!

I still don't see the point of keeping the tool menu on when not edit myself...what could you use any tools in there if you haven't select the object yet?

From: Nargus Asturias I still don't see the point of keeping the tool menu on when not edit myself...what could you use any tools in there if you haven't select the object yet? Example: I need to grab my own objects, and ONLY my own objects, from someplace that has other people's content in it, such as a rented space in a mall. Before this change, I could look at the Tools menu and be CERTAIn before selecting anything that I was set to "Select only my objects". I could then edit at will. With no Tools menu, I have to select something at random first, then check the tool menu and make sure it is set right, then DE-select whatever got selected first and select what I wanted to select in the first place. Other cases: Building tutorials and books about SL all assume the tools menu is there, and direct new users to a menu they can no longer readily find... As one poster mentioned in the JIRA, the poor newbie trying to follow such instructions will be "as lost as Adam on Mother's Day." The Tools menu is where you find the choices for fixing a screwed-up select tool cursor - such as making it be "grab" again instead of "pan".
