I submitted this bug report:
From: someone
Category:

Summary:
Mac Client: Controlling camera with keyboard

Details, Steps...:
1) With chat input bar active, press "shift-ctrl-option" and attempt to pan camera in all 4 directions with arrow keys
2) Hit "esc" to deactivate chat input bar, press "shift-ctrl-option" and attempt to pan camera in all 4 directions with arrow keys
3) While seated, press "ctrl-option" to rotate/orbit camera in all 4 directions with arrow keys
4) While standing or flying, press "ctrl-option" to rotate/orbit camera in all 4 directions with arrow keys

Details, Observed...:
1) Panning camera up and down with keyboard does not work with chat input bar activated
2) Panning camera up and down with keyboard now works with chat input bar deactivated
3) Rotating/orbiting camera with keyboard does not work in any direction while seated
4) Rotating/orbiting camera with keyboard now works as expected

Details, Expected...:
Controlling camera with keyboard should consistently work under all conditions

Will anyone else on Mac or WinPC please confirm or refute these observations?

OKEYDOKE.

I personally agree it should be consistent. While I've never really used these keyboard shortcuts before, this has been an eye-opener.

I achieved same results as you on WinPC.
