tried to buy some land in Preview and got the message about confirming the tier change. does preview land count against our tier allowances?

Apparently, though, there isn't a way to expand your tier beyond what is set in your account info in the preview. If you buy land, it'll be put on hold if you don't have the tier for it.
The work-around is to find someone with some free tier and have them form a group.

Yeah, I found it out too. Though thankfully, I had two squares of land in Oak Grove (Busy Ben's lot) to play on in Preview.
