What do you mean by Ping SIM ? It sounds likely its your ISP or connection thats at fault and not LL however its hard to tell there are so many variables here its difficult to ever know.

my isp is fine i never started to haveing the problem untill resently and i was told there was a memory leak in the sorce coding that LL nows about but wont fix it but that what i was told and if you got in to SL and press ctrl+shift+1 you will see the fps and ping sim and bandwidght and stuff and you will no and the ping sim is how fast the data goes from your pc to LL servers and back again so ya

Ping sim shouldn't be affected by memory leaks, the regions I frequent are all fine. The problem with ping-sim stats is that it only tells that something is wrong between you and the simulator, 99% of the time if the simulator is responding then nothing's wrong with its network capabilities. Even in sims that are crashing I've usually found ping-sim is fairly typical, it's the other stats that suffer.

That means that a tiny amount of data isn't affected at all while huge amounts are, OR that your SL application is being retarded. Which is also very possible considering this is SL we're tlaking about.
Do you have a firewall in the wireless router, or on your wireless network at all? If so it may be slowing down info from SL while it tries to make sure it's not bad stuff.
