Second thought I give up, tried 20 odd screens of wiki "what is a region", "how to teleport" and "workarounds" damned if I can find it, some of the pages take you to a page which takes you back to the page you started
The sim can stay down till the owner gets a cocierge to sort it because the rest of us can't get in to use it, but can't report it so bad luck. There used to be a simple quick link to restart regions now we have nothing............

When I go into my Account I get, on the right side, the Land menu, which includes:
Land • Group Land • Land Use Fees • My Land • Request Rollback • Region Down report <--------- _____________________
