Steps to reproduce the bug: Put SL in windowed mode, maximize the window, and move the mouse over something on the Windows Start menu (task) bar that shows a tooltip (mouseover popup).
Observed results: The tooltip flashes briefly before being overwritten by SL's graphics.
Expected results: Obviously, SL shouldn't overwrite Windows tooltips. SL land/object/avatar tooltips should also not appear in front of the statistics bar (which should be repositionable, too).

When you say Start Bar you mean Taskbar, right?
This has been true for me as long as can remember, at least a year. I think is has been true the entire time, 2 years and a few months.
Given the myriad of plethoras of more serious problems it doesn"t get too much attention from me, but it is kind of annoying.
One can move the taskbar to the top of the screen.
