1.12.1 (6) bandwidth and network use stats

I notice that the client now allows the bandwidth to be increased to 1,500Kbps (somebody else has commented that the setting is ignored).

Even those of us who can operate at high download rates are still interested in the bandwidth metering on the statistics bar. The numbers seem correct, but the bar chart/history range is not useful.

The "Basic" stats show a scale of 0-900, but perhaps it could more usefully show a scale of 0 to the "Maximum Bandwidth" setting in the client?

Also, "Advanced", "Network" stats haven't shown anything for "Actual In" and "Actual Out" for some time.
