This has happen way to many times. There is a problem with things loading or something so I log out then log right back in. Then I get a message saying I can't log back in until a certain time. usually the time frame is about 10mins. mean while the person I said I would be right to sits there waiting thinking I just left them there hanging. What is the purpose of this can't log back in time frame thing? Why does it happen some time and not others?

This is because some parts of the SL server were not properly notified (or couldn't process) the fact that you logged out. Thus the login mechanism still thinks you are logged in. The ten minutes is when LL hopes that your absence will be noticed by the "presence server", but it is an arbitrary guess.
In short, the server can't keep track of logouts and there is nothing you can do about it.

woohoo! thanks. makes sense. Although if I just use another computer it normally just logs the other account off. hmm.

Slight suggestion as a result of something I noticed when I accidentally logged in an alt (I cancled the log in process). When I logged in (to the same region, amazingly enough) there was my alt. A quick IM to it and it went *pop* offline.
Therefor: If you can get someone to IM you you're good Otherwise send an email to [your UUID]@im.secondlife.com, I would think that would ping what's left of you inworld and force a complete logout (you'll of course, get an email back!).
