Change in texture rescaling on upload?

I've heard it said that, at one time in the recent past, textures uploaded to SL would have their dimensions rescaled to either 2^integer or 3*(2^integer) (the latter would include such numbers as 192 and 768), and that at some point this behavior was changed to the current behavior where a texture's dimensions are always rescaled to 2^integer.

Is this correct? When was the behavior changed, and why was it never noted in any change log? Several people have assumed the former behavior still occurs and were sizing their textures based on this belief.

We have never, to my knowledge, rescaled to 3*(2^integer). Images have always been scaled to powers of 2 on upload.

It is quite possible that images which are 3*(2^integer) scale more smoothly to supported dimensions than other more odd dimensions would. This could lead to assumptions that we scaled to such dimensions, however as I said before I do not believe that has ever been the case.
