In addition, we have repeatedly encouraged content and experience creators in Second Life to take advantage of their ability to charge people for access to their content. The culture of SL has worked against cover charges, but perhaps it's time to reassess that decision and welcome new Residents as customers."

Wonderful idea.

So every Tom , Dick, Sue, and Harry who has built something on their lands THEY consider "Content" will put up BUY PASS fences to make it even more difficult to fly aircraft, travel, and explore. Like those friggin 200M security fences haven't done enuf damage to enjoyment of the SL experience already.

That's a nightmare scenario, but realistically, no. Not everyone wants to build something and charge for it: not everyone is a content creator actively involved in buying/selling. And as part of changes, we'd of course have to look at any obstacles which would make traveling across Second Life haphazard and painful. So I wouldn't worry unless you have firm evidence to the contrary. :)
