Is there any way for estate managers(who are not owners) to deed parcels on the private islands? They can even restart sims, or change land texture or ban people but cant deed parcels.
If yes, what is it? If no, any plan to implement it? --> If yes, when? --> If no, why?
I am asking because i hired island managers to manage my private sim rental business but they cant deed lands to the customers-> which is too bad for me.

I've confirmed.
There isn't a way to do this, and there aren't plans to, for the reason it confuses estate-level and parcel-level controls.
However, what *is* being done is there's an upcoming new Groups system that's coming. It allows for specific Actions (powers) to be assigned to Roles for Members within a group. What this means is: if your island is deeded to group, then you can give certain people you trust--conceivably your island managers--the selective ability to deed land as you describe.
