We are currently able to designate a texture for a parcel such that the QuickTime viewer produces an image which is displayed on the designated texture.

Would it be possible to eliminate the parcel from this situation?

In other words, what are the technical barriers to having any old prim, regardless of it's location, use the quicktime viewer to produce the texture that is displayed on it's faces?

Is this ability made available only on a parcel basis at least partially in order to provide a motive for people to buy land?

Only 1 quicktime media can be played at any one time. Limiting it to a parcel setting seems the clearest and simplest way to maintain this limitation.
