What does "nomod" mean in 1.12?

Greetings.

It appears that the meaning of "No-Mod" on a prim has changed between SL 1.12 and all previous versions of Second Life.

It used to be that if you set an object to "nomod", the next owner would not be able to add new items to the object contents, nor modify the prim's shape or textures. However, they could DELETE things from the object contents.

This was described by Kelly a few months ago here:

Ever since 1.12, this behaviour has changed. As far as I can tell, there has been no mention of this change in forums or release notes.

Now, if you have a nomod object, and you try and delete something from the object contents, you get a confirmation dialog, "Though permitted, deleting inventory may damage the object. Do you want to delete that inventory item? [yes] [no]"

And if you chose "Yes", the object shouts "Not permitted to edit this", and the inventory item is not deleted.

Is this a new bug, or is this an example of the release notes not documenting all changes? What I want to know is - what behaviour can we expect in the future?

You should be able to delete or remove the contents of a no mod object. If that is not working, this sounds like a bug.
