I seek help in fixing a terraforming bug in Hawthorne. I am unable to terraform my land using the whole parcel tools. A liaison was able to terraform using god mode. I'm not sure what to do next.

This bug blows and it's in the queue to be fixed, Chase.
I'll fill you in some more about it, a current workaround that Guy Linden taught me about: if you can subdivide a narrow strip of land from one edge to the other so that none of your parcel is "touching" a void sim (which I know Hawthorne is situated next to), that should allow you to still Apply to Selection with terraforming.
