About not being able to enter your land

I've been reading a few comments about people who has trouble going to their land because there are casinos/clubs/camping sites/etc in the same sim.
I've had that problem before, had to sell my land and look for another place to move (which wasnt easy). Now I have another club right next door and they're having a great success (lucky for them, unlucky for me) they're usually with over 30 people all day long, obviously, this causes so much lag it takes minutes for textures to rezz, and trying to build is mission impossible.
I would like to ask if there's a way to divide the bandwidth we have in a sim in the same way we have the prim division. You have X sq. m. you can have up to X avatars in your land. This way we could all enjoy the land we're paying for each month (buying the land is the least expensive part of owning land, paying tier is!).
Please, could you consider this? This would stop some casinos from buying 512 lots and filling it with 30 camping chairs making it impossible for other land owners to even walk in their houses.

Mily, I agree this is a problem. We've been debating the best options, including the possibility of allocating agents by parcel. This doesn't seem like the best solution, but we'll consider it along with other ideas.
