It's not really revenue that drives the policy about alt accounts. It's a belief that each account should be tied to a unique, true identity.
Many of your users would be OVERJOYED if we could believe that Linden Lab really WANTED to enforce a verified, "unique, true identity" for each and every account. But it is clear by the actions of you and your colleagues that nothing could be farther from the truth.
If it is really Linden Lab Policy that "each account should be tied to a unique, true identity", then when is Linden Lab going to actually bother to look at the information that people present, and make even a token pass at validating it?
Your statement sounds wonderful, Robin. But at this time, with the complete lack of even the most basic and simple validation checks, it's like running a bar and posting a sign that says that all ID will be checked at the door, then having the door wide open and no one on duty even making a half-hearted attempt at checking ID's at the door.
And please, don't retreat behind that comfortable and well worn statement that "Not everyone can provide a credit card or a Paypal that we can process", and that therefore any sort of validation is somehow unfair to non-US people who want to enter Second Life. I could have written validation checks when I was in HIGH SCHOOL that would have AT LEAST ensured that they provided a valid e-mail address! There are MANY options OTHER than a US credit card or Pay-Pal account that can be used to validate an account's identity.
I agree with you, that knowing a "unique, true identity" for every single account that can access SL is critical, and is itself far more important than how much, of anything at all, they pay to access SL. So, let's see some ACTION that backs up your wonderful statement. Let's PLEASE see Linden Lab abandoning the insanity of infinite, free, completely unverified accounts.
