can i as a person that is on a free account own land, i wish to find some small place where i can work on my tower with out it geting removed everday

To own land directly from Linden Lab you must be a Premium member, which is $9.95 / mo and gets you 512sqm tier allowance, and a 'first land' plot of 512sqm for L$512.
However, there are also many rental services in world which will rent land, usually for a price completely in L$.
