Transfering money into SL from PayPal

I have $1000 sitting in a PayPal account the has been linked twice to LL and am not able to transfer $999 to SL, why? Isn't my credit any good? The money is already in PayPal and has been for over a week. I can understand not wanting to accept my credit cards but the money is already there and you don't pay a service charge like you do with a credit card.
