Dwell Payment Calculations

How is the dwell payment calculated? What is the $L ratio per person per hour? I'm wondering how much I would have to charge as an access fee to replace the dwell payment.

Payment for traffic is determined by allocating a percentage of a pool of L$ based on the number of people who visit your parcel and the percentage of their session time they spend there. It's a fairly complex algorithm, so I don't think there's a simple way to calculate the L$ ratio per hour.
