The answer is simple. Most regions default to save but allow the parcel owner to choose (damage parcel over rides safe region), however a very few regions are always dangerous (rausch for example).
That's not answering my question. No, really, that's just restating the same information that led to my asking the question in the first place.

I can see a reason for an Estate owner wanting to prevent any of the parcels being set to an unsafe condition. I can't see a reason why an Estate owner would want to force a whole region to an unsafe condition.

Oh sorry.

This rule system was put in place before estates were available for sale, and long before estate owners were allowed to sell their land. The rule was made for the mainland, where those rules do make the most sense - let the parcel owner choose in almost all cases. We didn't have a case on the mainland where we wanted to specifically prevent land owned by residents from being set damage enabled.

Such a feature for estate owners may not be that bad of an idea, but I also have not heard a lot of clammoring for it.
