Region/parcel damage behaviour seems backwards...

From: a previous question
If an estate is set to damage but the land parcel is set to safe scripts which check llGetParcelFlags will be told that the land is safe, however avatars and scripts that check llGetRegionFlags will be told the land is damage and will be killed.

This seems backwards. It seems more useful to allow a region to force land to be safe, than to force land to be unsafe. What is the logic behind this behaviour?

The answer is simple. Most regions default to save but allow the parcel owner to choose (damage parcel over rides safe region), however a very few regions are always dangerous (rausch for example).
