If one were to own two seperate 512 plots in different areas, can you only use 117 prims for each plot or can you place 234 prims on one plot and leave the other plot empty?

If both plots are in the same Region / Sim then you can use the prims on either plot - all on one, 2/3 on one and 1/3 on another etc.
If the two plots are in different regions, then you can not use the prims from one on the other.
