I would like to know, is it considered acceptable in second life, that if a person raises the terrain on their land, it puts the slopes on someone elses plots?

I recently bought a nice, flat 1024 to put my shop on. all the surrounding terrain was reasonably flat. I built my shop, the walls very close to the edge - but completely within the borders. Today I log in, and someone bought a neighboring plot and raised their land up a few meters. Their plot is now perfectly flat, but now my land has a steep hill at that edge, which was going through my shop walls until I moved them. I now have effectively lost some square meters of my land to this. Why isnt SL setup such that if someone modifies their terrain above/below average terrain that only their plot is affected? Or is my issue an anomaly that needs addressed?
