register via paypal

A friend of mine tried to register for a sl account via paypal, but always got the message "we were unable to verify your paypal account". My friend contacted support and they said that the paypal account has to be listed as verified...
Problem is: It is listed as verified, funded by a bank account and has a paypal saldo. Paypal doesn't require European users to provide a credit card for verification; the account is automatically listed as verified as soon as the bank account is added as a funding source.
The steps suggested by support for solving this issue were taken. The bank account was added to the preapproved payments to LL, but the sl account is still not verified.
So, if you live in Europe and want to register for a sl account, it still takes a credit card to get in, even via paypal? Because that would make the re-added paypal option for European users pretty useless. Not to mention frustrating when you have been waiting for months to be able register....

Paypal accounts must be verified and the primary funding source must be a bank. These are Linden Lab requirements. Paypal then requires a secondary funding source of a credit card.

This is the correct answer for most residents. However, for European residents it is different.

Primary funding sources for European residents can be either the customer's bank account or a Switch or Solo card, but NOT credit cards. There is a requirement of a secondary funding source, but again, it cannot be a credit card. It would need to be either the customer's bank account or a Switch or Solo card (whichever was not used as primary).
