Confused about Temp on Rez allotment

We have been talking about this issue for some days at Dreams because we had some wonderful sky builds that were temp on rez that suddenly ceased to function. They did not cause lag on ground when they were running. We tested this both on the mainland grid and on the island.

Someone investigated it and said the formula was 1/2(#prims allotted to the parcel)+20.

Our sim has 15,000 prims allotted to it. Therefore, we should have 7520 temp on rez prims available. However, any more than 500 will not function.

Members went to other places on the mainland and tested it as well as on islands. No one seems to be able to go over 500 temp on rez prims.

So, the questions are:
1. Do I have the wrong formula?
2. If so, what is it?
3. If not, why don't we have 7520 temp on rez prims available.
4. If none of the above apply.. what do I have wrong?

Again, the lag and the times that Dreams has crashed are not correlated to the presence of these builds. The structures have been high in the air. Lag WAS noticed when the builds were on the ground. (We did that experiment, too.) Therefore, they were placed high.
