Just to clarify: most of my sims are parcelled and rented to 5-10 residents per sim, and in those cases, estate access is granted to none of them. But I have 5 sims that I rent out whole, ie one resident per sim, and in those cases, they have estate manager access. This is not a problem, of course, as they're the only resident in the sim, and they can therefore do as they please. There is currently nothing they can do with esate access that will cause problems, but this new land transfer feature is another kettle of fish entirely.
Estate access is what makes 'whole sim' rentals so attractive. They're able to change land textures, access ban lists, even hide the sim off the map if they so choose to.
