Is there a way for me to take all my owned land and contribute it to a group without moving up a tier? I'm not purchasing new land I just want to switch my owned land to group land. Everytime I try it says I don't have enough land allowance on my tier and that i need to tier up.

You should be able to do the following:
Remove any excess tier from the group (not strictly required, but probably helpful) - in Group Information -> Land & L$.
Open About Land for the parcel. Press Set... to set the group.
Check Allow Deed to Group
Check Owner Makes Contribution With Deed
Click Deed...
You have to have the correct group powers for the group to deed, but if you do then the above should move the land and exactly enough tier for that land from you to the group at the same time.
