New Comprehensive modify rights?? How's it work?

O.k. how do you work the new modify rights thing? All I can find is the old button where you turn it off and on again.. Were the permissions for it changed in a blanket fashion? I read this thinking I could set different perms for different people, but I can't even figure out how to see what permissions it does allow..

From the Release Notes:
* “Grant Modify Rights” has been changed to be more comprehensive
** You can now allow the person being granted rights greater freedom of modification
I can see why that's ambiguous.

No, there aren't any extra controls; I'll check about this to see what exactly has been added and post an update here. Please stand by. :)
