y0 sure is Kain... you can fire your guns in any damage-enabled area--just look for the heart icon with a % at the top of the screen, that's your health meter. There are some themed islands too which are meant to be like ghettos, or urban warfare areas... always check with the owners to learn what the rules of engagement are, tho. One good example of such a place is Los Altos, and you'll also wanna go to the Ziczac Ghetto where the grit is raw.

As for muggings and hold ups, you can't forcibly take someone's money unless you're roleplaying and they hand it over to you in a fit of simulated fear. But certainly if you're amongst friends, feel free to express yourself.
