The reason we dont use "Payment info used" when a resident processes a credit is because these are two very different processes.
"Payment info used" refers to when a payment method is successfully billed. On the other hand, when a resident requests a credit be processed, the credits can be received by Paypal or by check.
To indicate "Payment info used" when a resident may have a credit card on file, but processed a credit by Paypal or check would be inaccurate. To keep the process simple and straight forward, "Payment info used" is indicated once a payment method on file was billed with success.

What 'Payment info used' actually means is 'Premium Account.' You can transfer money from a credit card to your account as credit (min $25, sounds like successfully billing payment source to me) and/or buy lindens from LindeX (gee, another successful billing) and you'll still be 'payment info on file.'
