Hi Dillon, you can create new Basic account alts without charge, yes.
There is a charge for reactivating your old account, detailed in #8 here: http://secondlife.com/corporate/billing.php which you'll need to contact Support to do. Strange in a way, yes. But some people really grow attached to their old names for may reasons. _____________________
