Looking at the map, we can discern "edges" beyond which no islands have been placed.  Are the visible "edges" a hard limit, beyond which SL's mapping system cannot scale?

The SL mapping system barely scales as it is, have you tried using the map to actually find a region (with the map - not the search box)? But that is a different issue. 
Those edges are currently just the edges that have been set for the land store. I believe they can and will be adjusted once some density has been reached.
