Why is SL brought down for updates during prime usage time for the United States and Europe? Almost every major company in the world updates its core software during periods of minimal usage, usually between midnight and 6AM local time. What is SL's operating policy that makes it 7AM to Noon local time?

We are moving towards a shorter, more light-weight deployment process to minimize impact on the existing user base. As our international Resident base grows, we will be watching carefully to see when the new concurrency peaks and valleys form and adjust accordingly as much as we are able.
In the meantime, it is essential to perform system updates during times when developers, QA and operations folks are available to assist. That means conducting the deploys in the morning PT/SLT. This is still one of the lower-concurrency times of the day, although you are correct in pointing out that it is not the lowest.
We appreciate your feedback and will certainly take it into account when constructing new strategies to improve the deployment process.
