Fines for Abuse?

Would it be possible to seriously consider fines for abusive individuals, simular to tickets in the justice systems of the world.
This fine could take the place of a ban in minor offenses, to be replaced by a ban for a simular ammount of days if not enough money is available to pay the fine.

This money could draw from Linden Dollar balance, if no Linden dollars are present, draw from USD balance by converting to Linden Dollars.

Money motivates, if people can loose money for doing things that ruin things for other people, then they are less inclined to do them in the first place.

Many people think 'free accounts' and they think they can get away with murder (and is often the case, get a free account, and throw it away)
To curb this, perhaps withdraw from the primary account (financially) with the hardware ID (since LL uses this to aid in AR investigation).
Those 0 day accounts that people create for grief would cause them to loose money on their main account through this process, which can be a major deterent to causing grief.

I've heard about this... I also recalling hearing about a problematic side effect I didn't earlier consider. Asking further...
