My private island (Persenickety Isle) is still listed as Pending in the Land Store. I have not yet received an official notification that the island is online, though I did get a response from Conceirge that it is okay to build there. And although I did begin building there, and things have been okay, I still do not get the sense that the Island is offically transferred to me yet. And I have no idea when billing will begin. Can somebody please address the pending status of my island, and let me know when billing will begin? Thank you.

Your island is indeed officially yours. You can see this yourself if you look at the World -> Region/Estate window, Estate tab. Your name appears there as the Owner, yes?
Pending in the land store is just an internal status at this point, and honestly nothing to concern you.
Your next billing date is today. Was today. Your actual next billing will be a month from today.
