Is there any chance of holding off 1.12 until this is fixed?

If this is a bug, then LL needs to hold off releasing 1.12 until it's fixed.

If it's by design, then they need to get with some actual land owners and work on the design. It doesn't matter if the land is "owned" or "rented", the needs of landowners are the same. There's very little practical difference between "owning" and "renting" land as is, and with 1.12 the differences will be further reduced. There's absolutely no justification for crippling island landowners *and* creating unending make-work drudgery for estate owners. It'll be FAR less work for estate owners to reparcel land ONCE at the end of a rental term than to have to mediate every change in parcel borders a landowner might need.

No matter how cool the group tools are, if a landowner can no longer subdivide and join land at will... on the islands or the mainland... then they need to be deferred until they can.

It appears there's some confusion here, as the land purchasable on the Beta Test Grid--like Balance and Bethel--has actually been marked as different, private estates. On the map they show as (Private No Resale).

So, not a bug: a misunderstanding, and the *actual* mainland in 1.12 will certainly allow officers to subdivide land.
