I am considering buying land. The land next to this land is Protected Land that is 100% water that I can move around and fly over. Is it possible that this Protected Land is used as a temporary thing and that someday it will be converted to land? I am wondering about the view and neighbor things. TIA

Unfortunately not, Kharis--"Protected Land" is just that. Just about all of the time, it remains owned by Governor Linden, its natural beauty preserved. But thanks for asking!
