What controls availability of last names? I know they eventually stop being available, but is that a time thing, a user count thing, or a something else thing? And will old names ever be available again?
On a related note, why are so many names types of food? Tempura, Tiramisu, and plenty of others I can't think of right now.

Last names are manually shut off at around the mark of 250 usages/name. There's a lot of breadth for variation. Old names will not be available again. It keeps them special that way, if you're familiar with when a name came into usage--e.g. find a Starseeker or a Sunshine, they're REALLY OLD (and often wise to match). ^.^ There certainly are a lot of international culinary delights... last names come in themes, so as you surmised, there are patterns. Careful observation will reveal more. The last theme, Daniel told me, was 80s light comedy movies. And yes, that explains Tackleberry.
