I routinely monitor the Police Blotter for abuse complaint resolutions filed by me or my clients. I have yet to be able to identify any of my resolved complaints by date, location and offense, even though I check very often each day from the day the complaint is filed, until the "your issue is resolved" email arrives.

I have two questions: 1) Is the date listed at the top of the resolution the date of the offense? or the date of the resolution?

And 2) Is the reason that I am unable to locate "my" resolved complaints due to the abuse occurring on a private estate?

I see nothing that would indicate that only Mainland abuse reports are listed. But it would make sense if abuse resolution is accomplished by the estate owners, (i.e. Governor Linden in the case of Mainland sims).
