Is not an event, is not hiring... where I can put?

I would like to put an announce in SLForums, but I cant understand where I can put.

Ia a little project, without hiring, without events (for now), but with knowledge sharing (and earns sharing, of course, if we have).
But I need to find peoples and I want to write an announce here, in this forum. How I can? And where I can?
