Teen Grid stipend reduction?

We started my son a teen grid account at the beginning of November. We signed up to pay quarterly for his premium account.

Since opening it, he has received a L$400 stipend each week until December 5, when he only received L$300. This week he only received L$300 also.

Has the teen grid stipend been reduced? I don't understand what has changed that his stipend should have been reduced.

Any help with this question would be great.
