Are there any plans to allow USD transfers between accounts? Currently Lindens can be freely transfered, but to transfer US dollars they need to be converted to and from Lindens (losing 3.5% each time!) or cashed out and then added to the second account.

We don't have any plans to allow a transfer of US$ between accounts through Linden Lab systems. I think this would make us something like a bank, which is not a business we want to be in.
I do know that at least some residents make personal transactions using PayPal, and while it still incurs a cost, for whatever reason they find that option preferable. Please keep in mind though, that Linden Lab can't be responsible for problems using third party systems like PayPal.
