Unfortunately, supporting features that only work on some cards but not others is not currently a priority. We are just happy that enough cards now support OpenGL 1.5 that we can start to provide only minimal support for older cards and focus on features like Vertex Buffer Objects and GLSL. The new lighting model is an example of that.
I do hope to catch up in the next year to the point where we can start providing GL 2.0 features for cards that support it, but that support is probably about a year out.
