I sort of changed my question since posting (so I hope nobody's in the process of responding). Anyway, can groups charge members after they join? And if so, can such charges bring you to negative numbers?

Eli, the answer is a "sort of" yes, if you count listing group-owned parcels in About Land > Options via Show in Find Places, since that carries a L$30/weekly charge. And yes, that can bring your balance into the negative. However, group members can't arbitrarily charge one another and deduct L$.
