A question about campers

I own some land in Lutra where part of my mall sits in, it crosses over the sim line from the sim next to it. I have always noticed a small shopping strip in Lutra that builds fake traffic by having alt av's sit on their land 24 hrs a day. There are always at least 10 av's just sitting there. They do not get paid and they never move. It doesn't matter what time of day it is when I log on, they are ALWAYS there.
This never really bothered me much in the past I just thought it was a dirty way to get traffic. But today I logged on and was going to go look at some land in Lutra and was not able to get into the sim because it was full. I was shocked as this means there were parts of my mall I was not able to get into. When I was finally able to get into the sim I found that there is now ANOTHER store that has set up camping spots! Between these 2 stores they are getting enough campers to block up the sim! There is something VERY wrong about that. There HAS to be something that can be done about this. Because 1 person is faking traffic and another decides to set up campers I am going to end up losing business and suffer from this. I also was wanting to get the land that is about to go up for auction in this sim but am now wondering if this is a good idea. What is the use of owning land that I cannot even get to because of this sort of thing?

Please tell me there is a solution for this.
