Roads

I tried live help, but didn't get a response, also please forgive me if this has been asked hundresd of times...

I am a little unsure about the proceedures surrounding Roads. I have a sizable amount of land in Doi; When I purchased some of the plots they were named 'Roadside', despite the obvious lack of a road. There is however protected land running straight accross the sim, presumably either awaiting a road or where a road once was.

What is the criteria for a Sim to get roads, or is it purely pot lock?

We've left protected areas for roads but haven't built them yet. We were thinking about hiring some road crews to do so, but it hasn't been a top priority.
