Online Residents Numbers

I track the online resident numbers and saw an anomaly that I would like clarification on. On July 29 at 8PM SLT there were 8199 residents logged in, shortly thereafter that number started to climb very fast. By about 8:50PM SLT the number was 9612 which is about 1000 residents higher than any prevoius number. At 8:59 it was back to 8172 which is also about normal. I was logged out at 9PM along with everybody else. My question is what was the real high number of residents between 8 and 9PM SLT?

I am not sure whether the numbers during that time were accurate due to the grid issues happening:

It's possible that the logout issues resulted in miscounts, e.g., when some Residents were logged out but showing as logged in.
