Sue, no particular reason why it's not done, apart from this being a feature request that should be in the Feature Voting Tool -- since you think it's so useful, hopefully more Resis will too.

A couple of links that lead to feature proposals dealing with similar matters:

http://secondlife.com/vote/vote.php?get_id=1385
http://secondlife.com/vote/vote.php?get_id=1019

It would be quite simple to implement, simply pop up a floater and a text box. I can do a mock-up of that if necessary.

There are, and probably always will be, a thousand or more little features that are easy to implement. They still take time. No matter the size of the task we must do some design, write the code, write unit tests if applicable, write test plans for QA, have QA test it, fix bugs that come up (almost always happens with a system of our complexity), merge the changes into a main branch, send that main branch back through QA, fix any more bugs that come up, push it to preview, fix any more bugs. For the smallest of tasks that is probably at least a day or two of work, if not much more.

In summary, we could devote the entire Linden Lab development team to nothing but "trivial feature suggestions and bug fixes" and be busy for years probably without ever getting to address the bigger important issues like simulator and viewer performance, crash fixes, scalability improvements and the more complex bug fixes, etc.

The Feature Voting tool, the Feature Suggestion Forum and similar tools help us prioritize all the feature requests from the small to the large. These of course aren't our only prioritization tools, but they do have an effect.
